`POST https://api.instacloud.com/orgs/{orgId}/billing/checkout`

**Token scope:** `account` · `org` — read-only tokens refused (not a GET).

Org owner/admin only: start legacy subscription Checkout; UTC-managed tier changes require billing/plan-change
